Universal Health Coverage
- Covered >650 million poor and vulnerable persons by supporting design and implementation of new National Health Insurance Scheme Ayushman Bharat Pradhan Mantri-Jan Arogya Yojana (PM-JAY) launched in 2018. It is world’s largest completely Government funded health insurance scheme
- Improved access to health protection for more than 120 million formal sector workers by supporting in reform of health insurance schemes called Employee State Insurance Scheme
- Successfully converged 26 fragmented health insurance schemes with PM-JAY
- Provided health cover to >130 million poor persons by leading the technical team for policy design and implementation of earlier National Health Insurance Scheme of India Rashtriya Swasthya Bima Yojana (RSBY) from 2008-2018. Selected as top 18 innovative social security schemes in the world by UNDP and ILO in 2012
- Designed and supported in implementation of Senior Citizens Health Insurance Scheme targeting senior citizens for financial health protection
- Designed UHC Programs for 10 State Governments in India and supported implementation
- Brought Persons Living with HIV under health insurance by supporting National AIDS Control Org.
- Expert advice provided to Gujarat Government on financing and design of maternity health insurance scheme later converted to voucher scheme
- Developed technical guidance to various international and national NGOs and companies in developing micro health insurance schemes
Public Health
- Provided technical support to the Government in design of National Health Policy 2017 and created long-term vision for health sector in the country
- Supported in strengthening of public medical colleges, district hospitals & community health centres
- Supported in design and implementation of focused programme for maternal and child health
- Ensured that Reproductive and Child Health services are represented effectively in other national programmes
- Brought critical Non-communicable diseases (NCDs) under PM-JAY and worked on developing their treatment protocols and costs
- Technical support to MoHFW on setting up of National Urban Health Mission and implementation of National Rural Health Mission to strengthen public health
Health Financing
Actuarial Calculations
- Lead team on actuarial calculations for PM-JAY and other health insurance schemes to determine premium and estimation of budget for Government
- Lead teams on actuarial calculations, for RSBY across the country
- Carried out actuarial calculations for various State health insurance schemes
Costing of Medical and Surgical Packages
- Supported in development of more than 1500 disease packages and their rates for PM-JAY
- Supported in development of more than 1300 disease packages and their rates for RSBY
Health Budgeting
- Actively supported Government to develop the framework for National Health Accounts 2016
- Developed strategies for innovative approaches for domestic resource mobilization for health
- Designed a framework for Health Budget Tracking of State Governments
Digital Health
- Supporting creation and setting up of National Digital Health Mission thereby creation of registries for citizens, hospitals, electronic health records, telemedicine etc. that are linked with modular IT systems
- Supporting setting up of Electronic Health Records for all citizens of India
- Supported development of cashless and paperless online IT system for health insurance
- Supported development of smart card based cashless and paperless IT system for health insurance
Monitoring and Evidence Generation for Policy Making
- Developed research framework for measuring the efficacy and effectiveness of various health protection policies of the Government
- Designed Results Based Monitoring framework for PM-JAY and implemented to monitor performance
- Induced policy changes in PM-JAY by leading the research for creation of baseline and over time data collection for PM-JAY through household and hospital-based surveys
- More than 50 research products developed by leading M&E team for PM-JAY
- Lead the team for the largest longitudinal panel evaluation on health financing in India in 8 States
- Designed household based cross-sectional evaluations on social protection and health in 10 States
- Designed research framework and tools for evaluation of maternity voucher scheme of Government of India called Janani Suraksha Yojana
- Spearheaded an evaluation and assessment of 12 pilot interventions, done by different NGOs, on Mental Health across Gujarat funded by Royal Netherlands Embassy
Public Private Partnership
- Created frameworks for public private partnerships in health care in India that are being used by Central and State Governments
- Supported in building the partnership between Government and private sector for delivering quality health care through hospitals, insurance companies, IT agencies etc for PM-JAY
- Build partnership between Government and Private sector and civil society organizations resulting in 17 insurance companies, 30 TPAs and 6000 private hospitals working for RSBY
Improving Access and Quality of Health Care
- Developed criteria and process for empanelment of more than 24,000 hospitals in PM-JAY
- Supported design of an accreditation-based incentive system for continuous quality improvement system for PM-JAY and RSBY
- Supported development of standard treatment guidelines and continuous quality improvements
- Helped development of Health Technology Assessment framework and its adoption in India
- Savings of more than USD 100 million for Government by supporting development of concept for fraud prevention, detection and control for national and state health schemes
Capacity Development
- Developed capacity development strategy for PM-JAY and implemented across the country
- More than 30,000 persons trained from hospitals, Government officer, field workers, insurance companies, third party administrators etc. based on capacity development strategy for PM-JAY
- Lead the development of a unique online capacity development platform for PM-JAY
- Developed strategy for capacity building for RSBY and trained more than 20,000 participants
Joint Learning and International Knowledge Sharing
- Founder member of Joint Learning Network (JLN) for UHC consisting of 30-member countries
- Represent GIZ in the global steering group of JLN since its inception
- Technical resource for various technical groups for sharing across countries
- Facilitated joint south-south exchange program between India and select African countries
COVID-19 Support
- Support Government of India in improving the capacity of States for testing and treatment
- Facilitate in design and addition of COVID-19 packages under health cover
- Facilitate testing and treatment of more than 1 million persons for COVID-19 under PM-JAY
